Delete a pipeline

Delete a pipeline. Refused with 409 when it still has deployments, listing them, so the UI can confirm. Pass force=true to delete those deployments and the schedules they own along with the pipeline — an image-packaged deployment keeps firing its frozen image otherwise, on behalf of a pipeline nobody can open.
